Mr. Quiroga has served as a financial advisor since 2001 and he has extensive experience guiding clients through all aspects of capital improvement program financing. From bond election procedures and campaigns, development of financing plans, supporting open market and private placement bond sales, and assisting with continuing disclosure requirements, he is experienced in every phase of the financing process for a wide variety of obligations and issuers. Over the course of his career, Mr. Quiroga has participated in over 600 bond transactions with a total par amount in excess of $11 billion.

Prior to joining Specialized Public Finance Inc. in 2019, Mr. Quiroga was a Senior Vice President with Frost Bank from 2014 and with Southwest Securities (now known as Hilltop Securities) from 2001 to 2014.
 
Mr. Quiroga earned a Bachelor of Arts degree in Political Science from the University of Chicago. He is a Series 50 registered Municipal Advisor with the Securities and Exchange Commission.
